Enterprise decision-makers should identify the disc type, recording format, data sensitivity, retention status, required NIST Clear, Purge, or Destroy outcome, governing contract, and acceptable remnant size before selecting equipment.

What Counts as Optical Media?
Optical media stores data in a layer read by laser light rather than in magnetic domains or NAND flash. Common enterprise formats include:
- CD-ROM, CD-R, and CD-RW
- DVD-ROM, DVD-R, DVD+R, DVD-RW, and DVD+RW
- Dual-layer DVD formats
- Blu-ray Disc, including BD-R and BD-RE
- Mini optical discs
- Vendor recovery, installation, and diagnostic discs
- Archived medical, legal, engineering, and government records
Disc construction differs across formats. A CD data layer can be positioned differently from the data layers in DVD and Blu-ray media. One physical treatment may therefore affect disc types differently.
Labels and packaging can contain sensitive information
Jewel cases, sleeves, printed labels, handwritten notes, barcodes, and inventory sheets can reveal client names, system identities, dates, classifications, case numbers, or project information. Include them in the disposition scope where required.

A machine marketed as a “media shredder” is not automatically suitable for every optical-media policy.
How Does NIST SP 800-88 Rev. 2 Apply?
NIST SP 800-88 Rev. 2 supplies a risk-based program and the Clear, Purge, and Destroy framework. It does not set one universal commercial particle size for every optical disc.
The current NIST publication, issued in September 2025, defines:
- Clear: Logical techniques that protect against basic recovery through the normal interface.
- Purge: Logical or physical techniques that make recovery infeasible against advanced laboratory capabilities.
- Destroy: A method that makes target-data recovery infeasible against advanced laboratory capabilities and leaves the media unable to store data.
NIST warns that partial damage, such as punching a hole through storage media, can leave accessible portions. It also requires verification of the technique and validation of whether the result is acceptable.
Technology-specific procedures should come from current IEEE 2883 guidance, applicable NSA/CSS policy, manufacturer evidence, contracts, or another approved organizational standard.
Can Optical Discs Be Wiped or Overwritten?
Most end-of-life optical-media programs should not rely on ordinary file deletion or formatting. Many discs are read-only or write-once. Rewritable optical media still requires a verified technique that addresses the approved scope.
Do not treat these actions as equivalent:
- Deleting files from a file-system view
- Removing a session or index
- Quick formatting rewritable media
- Closing or finalizing a disc
- Adding another session
- Overwriting all addressable content
- Physically destroying the recorded layer
A disc that appears blank to the operating system can still contain prior sessions or data outside the current directory structure.
Write-once media cannot be sanitized by reuse
CD-R, DVD-R, DVD+R, and BD-R are designed to preserve previously recorded marks. Once retention is released, an approved physical method is usually the clearest route to Destroy.
Rewritable does not mean safely reusable
CD-RW, DVD-RW, DVD+RW, and BD-RE can support rewriting, but the organization must establish that the approved operation covers target data and that verification is possible. Failed, obsolete, unknown, or externally released media can be routed to destruction.
Why Scratching or Snapping a Disc Is Not Enough
Visible damage does not prove that every target-data region is inaccessible. Optical drives and laboratory methods can read around some scratches or analyze intact fragments.
Weak treatments include:
- One radial scratch
- Breaking the disc into a few pieces
- Cutting it in half
- Drilling one or two holes
- Removing only the label
- Melting a small spot
- Bending without fragmenting the data layer
These approaches can leave large recorded arcs intact.
A validated process must match the acceptable recovery-resistance level and produce an inspectable result.
Optical Disc Shredding and Disintegration
Shredding or disintegration uses cutters to reduce discs into fragments. The required equipment and output depend on disc construction, data sensitivity, and governing policy.
A controlled process should define:
- Accepted disc types
- Feed restrictions
- Cutter or screen configuration
- Maximum acceptable remnant
- Batch size
- Inspection method
- Jam and bypass handling
- Reprocessing threshold
- Dust control
- Operator protection
- Final remnant disposition
Particle size is a policy input, not a marketing label
NIST SP 800-88 Rev. 2 does not give one universal CD, DVD, or Blu-ray particle dimension. A contract or classified program can impose a precise output and approved equipment list.
DVD and Blu-ray fragments require special care
DVDs and Blu-ray discs can contain data layers within bonded structures. Equipment suitable for one disc type may not be accepted for another. Verify the machine’s current approval and media listing rather than relying on visual similarity.
Grinding Optical Media
Grinding can remove or disrupt the data-bearing layer when the technique and machine are approved for the disc type. It is not simply cosmetic surface abrasion.
Validation questions include:
- Is the machine approved for CD, DVD, Blu-ray, or only one category?
- Does treatment cover the complete recorded area?
- Are bonded layers separated or left substantially intact?
- Is residue retained inside the machine?
- Can untreated discs bypass the process?
- How is output inspected?
A desktop disc repair or resurfacing machine is designed to improve readability and is not a sanitization tool.
Embossing and Knurling
Embossing or knurling physically deforms eligible optical media through a patterned treatment. Under current NSA/CSS procedures, it is listed for CDs when performed with equipment on the applicable Optical Sanitization Devices list. It should not be generalized to DVDs or Blu-ray discs.
Organizations outside that scope should still require technical evidence that the treatment addresses the complete data-bearing layer and meets the assigned outcome.
Controlled Incineration
Incineration can support destruction when an authorized facility burns the media under the required conditions and environmental controls. Open burning, office furnaces, and improvised heating are unsafe and unsuitable.
Plan for:
- Waste and air-permit requirements
- Secure transport
- Facility authorization
- Process temperature and residence requirements
- Batch tracking
- Ash inspection
- Handling of cases, labels, and packaging
- Certificate and facility records
Optical discs can release hazardous combustion products. Use an authorized industrial process.
Current NSA/CSS Requirements for Classified Optical Media
Organizations within NSA/CSS scope must follow the current policy manual, applicable administrative-declassification procedure, and current Evaluated Products List.
The NSA/CSS Policy Manual 9-12, issued February 19, 2026, identifies:
- CDs: approved disintegration, approved embossing or knurling, approved grinding, or incineration under the stated procedure
- DVDs and Blu-ray discs: approved disintegration or incineration under the stated procedure
- Removal of labels or markings that indicate prior use or classification
- Administrative declassification before release of remnants
The NSA/CSS Evaluated Products Lists are updated as needed. Equipment status should be checked at the time of use.
These classified-media procedures should not be presented as a universal NIST rule for every commercial disc.
How Should Mixed Optical Media Be Handled?
Identify media from inner-ring markings, labels, packaging, and inventory records before processing. If a disc cannot be identified reliably, apply the approved requirement for the more demanding plausible type.
Separate:
- CDs
- DVDs
- Blu-ray discs
- Mini discs
- Discs with metal hubs or unusual construction
- Damaged or delaminated discs
- Classified or contract-controlled media
- Cases and paper sleeves
The current NSA/CSS manual advises treating an unidentifiable optical disc according to the Blu-ray requirement within its scope.
Verification and Validation
Verification determines whether the destruction technique completed as intended. Validation decides whether the verified output is acceptable for the target data and disposition.
Verify:
- Disc count or container count
- Media type
- Equipment make and model
- Current approval where required
- Cutter, screen, grind, or emboss configuration
- Processing status
- Particle or residue inspection
- Intact recorded-area fragments
- Jams and bypassed media
- Reprocessing
- Final container sealing
NIST SP 800-88 Rev. 2 gives an optical-disc example in which a destruction operation can complete successfully but still fail validation because pieces are larger than the organization accepts.
Inspection must cover the data-bearing result
A clean machine display does not replace physical output inspection. Sampling can follow organizational policy, but any intact or oversize result should trigger containment and reprocessing.
Chain of Custody and Inventory
Optical discs are portable and often poorly serialized, so container and batch controls matter.
A chain-of-custody record can capture:
- Source department
- Disc or container count
- Barcode or property identifier
- Classification or sensitivity
- Retention release
- Seal number
- Pickup and receipt
- Secure storage
- Processing date and location
- Operator and witness
- Exceptions
- Remnant transfer
Use numbered containers when individual serialization is impractical. Reconcile every container before closing the project.
What Should a Certificate Record?
The certificate should name the actual optical-media technique and connect it to the approved batch.
A Certificate of Destruction can include:
- Client and project
- Disc types
- Count, weight, or container identifiers
- Data classification where authorized
- Destroy method
- Disintegration, grinding, embossing, knurling, or incineration technique
- Equipment make and model
- Output specification
- Verification method
- Validation result
- Date, location, operator, and witness
- Exceptions and reprocessing
- Final remnant handling
Avoid generic claims such as “NIST certified destruction.” NIST publishes guidance; it does not certify every provider or destruction event.
On-Site vs. Off-Site Optical Media Destruction
On-site destruction can keep readable discs at the client location until processing. Off-site destruction can provide fixed industrial equipment and controlled residue handling when transport controls are accepted.
Compare:
- Whether readable media can leave the site
- Equipment suitability for CD, DVD, and Blu-ray
- Batch volume
- Witnessing requirement
- Power, noise, and dust controls
- Output inspection
- Secure transport
- Facility access
- Reprocessing capability

Frequently Asked Questions
Can CDs and DVDs be put through a paper shredder?
Only if the equipment manufacturer and governing procedure explicitly approve that machine for the optical-media type and output. Many paper shredders produce unsuitable fragments or can be damaged.
Does scratching a CD destroy its data?
Not reliably. Large regions can remain readable, and a scratch does not produce an auditable Destroy result.
Is snapping a DVD in half sufficient?
No. Each half can retain large portions of the recorded layers.
Can optical discs be degaussed?
No. Degaussing acts on magnetic media. CDs, DVDs, and Blu-ray discs use optical recording structures.
Does NIST require one optical-disc particle size?

Are CD destruction methods valid for Blu-ray discs?
